Presidential Office outlines expectations for Kellogg's visit to Munich Security Conference

US President Donald Trump’s special representative, Keith Kellogg, may present a preliminary idea for peace in Ukraine during his visit to the Munich Security Conference, stated Mykhailo Podolyak, advisor to the head of the Office of the President of Ukraine, in a comment to RBC-Ukraine’s YouTube channel.
"I think the US is discussing this plan. It will be a presentation of a preliminary framework, as I understand it. There will still be some discussions around it. After all, we must consider that Russia wants to get the maximum out of the situation. It continues to invest as much as possible in the war. We see how they are increasing the number of clashes, continuing strikes with guided bombs, missiles and drones. They are not scaling down the war," Podolyak noted.
He explained that Russia is not shifting its economy back but is instead further militarizing it.
Podolyak believes it is necessary to wait for at least an outline of what US President Donald Trump and his team might propose.
"Informal communications are ongoing. You can see that Trump periodically comes out with certain proposals. Of course, we are aware of these elements, but we will wait for the presentation of the American formula, how they see it," the advisor said.
According to him, the US will definitely not conduct negotiations about Ukraine without Ukraine’s involvement. In his view, Europe is also interested in this format of talks.
"Despite all the information conflicts between the US and Europe, the synchronization of positions regarding Eastern Europe, Ukraine, and the end of the war will definitely involve Europe, the US, and Ukraine," he emphasized.
Talks on Ukraine-Russia negotiations
Ukraine's Western partners are increasingly raising the issue of negotiations with Russia, especially after Donald Trump's victory in the US presidential election. However, official peace talks between Kyiv and Moscow are not currently ongoing.
President Volodymyr Zelenskyy emphasizes that dialogue is possible only after strengthening Ukraine’s position, and peace must be established on Ukraine’s terms. Meanwhile, Trump has announced "serious discussions" with Russia and has tasked a special envoy, Keith Kellogg, with ending the war within 100 days.
It is known that Kellogg will attend the Munich Security Conference, which will be held from February 14 to 16. There, he is expected to discuss the issue of ending the war in Ukraine.
