Zelenskyy says Ukraine working with partners on funding and sees no risk of internal instability

Ukrainian President Volodymyr Zelenskyy stated that Ukraine is working with its partners to secure financial support. There will be no internal grounds for instability in the country, according to Zelenskyy.
"We are working with our partners to attract the necessary financial support for Ukraine. There is now clear evidence for all partners that there will be no internal reasons for instability in Ukraine," the President noted.
He also thanked all members of Parliament who supported next year's budget. Zelenskyy called this an "important signal of Ukraine's resilience" and of stable financial support for the country's needs in 2026.
"The priorities are clear: ensuring our defense, social programs, and the ability to rebuild life after Russian strikes," the Ukrainian President emphasized.
Adoption of the 2026 state budget
Today, December 3, the Verkhovna Rada (Ukrainian Parliament - ed.) approved the law on the state budget for 2026. A total of 257 members of Parliament voted in favor of adopting the document in the second reading and as a whole.
The budget preserved the main priorities defined during the submission of the draft:
- revenues – 2.918 trillion hryvnias
- expenditures – 4.781 trillion hryvnias
The draft state budget for next year was approved by the government and submitted to Parliament in September. On October 31, 2025, the Rada supported the document in the first reading as a basis. After that, the Cabinet of Ministers finalized it, taking into account the recommendations of the relevant parliamentary committee.
According to the Budget Code, the Verkhovna Rada was required to adopt the state budget in the second reading by November 20. Adoption as a whole had to take place no later than December 1, 2025 (a constitutional requirement for it to enter into force on January 1).
