President Volodymyr Zelenskyy said that there has been progress on providing security guarantees for Ukraine. Regarding guarantees from Europe, the president said he is 90% satisfied with them, in an interview with the Polish news agency PAP.

According to Zelenskyy, Ukraine is also counting on guarantees from the US, which must be approved by the US Congress.

“Especially since we will have guarantees offered by the US and approved by Congress… It is very important how our partners will respond to a possible renewed Russian aggression,” the president noted.

Separately, Zelenskyy addressed European security guarantees, acknowledging that they do not fully satisfy Ukraine.

“Not everything here meets our expectations, but we are 90% satisfied,” the president said.

Regarding the working draft of the peace plan, Zelenskyy commented on some of its provisions, including the size of the Ukrainian army, which is also considered a security-related issue.

“Today, the working draft of this plan mentions 800,000, and this reflects the needs of our army,” Zelenskyy stated.

The president again thanked the US and President Donald Trump for their efforts to end the war in Ukraine.

“Putin does not want to end this war at all, and moreover, he does not even want to end the war in Ukraine, and he has no intention of stopping the war only with Ukraine. He wants to go further,” Zelenskyy emphasized.

According to Zelenskyy, the key question is who can realistically stop the Russian president - through economic sanctions, military force, and other tools. He stressed that the US is one of those players.

On December 18, it was reported that the US and Europe had developed a security guarantees plan for Ukraine, including detailed, strict, and serious measures to deter Russia from renewed aggression.

Earlier, Zelenskyy stated that he wants the US guarantees to be approved by Congress, emphasizing that the Budapest Memorandum scenario must not be repeated.

Security guarantees for Ukraine are considered one of three components of the US peace plan, which has already been slightly revised.
