Ukraine will not disclose the content of the secret annexes of its victory plan to certain countries, specifically those that do not provide assistance, stated Ukrainian President Volodymyr Zelenskyy.

"The annexes were given to countries that have the items in the annexes to strengthen Ukraine. If a particular country doesn't have that, why provide the annex? We trust them, but why?" the President emphasized.

He added that there are "a number of countries" that have not provided any assistance to Ukraine but still want to see the annexes. There's no point for them to see the annexes about weapons if they do not provide military assistance.

At the same time, Zelenskyy emphasized that such countries have a victory plan “on the table.”

Victory plan

On Wednesday, October 16, Ukrainian President Volodymyr Zelenskyy presented the victory plan. The document consists of five points and three secret annexes.

As Mikhail Podolyak, an advisor to the head of the Presidential Office, explained in a comment to RBC-Ukraine's YouTube channel, the secret annexes specifically name the types of weapons that Ukraine could use to carry out long-range strikes against Russia.

The annexes also mention specific targets that Ukraine intends to hit.
