Zelenskyy imposes sanctions on Kremlin propaganda figures

Ukrainian President Volodymyr Zelenskyy has imposed new sanctions targeting individuals linked to the Kremlin’s propaganda machine, according to presidential decrees published today.
“We are increasing pressure on war propagandists and those who justify Russia. Together with our partners, we’re also blocking the operations of Russia’s shadow fleet. The relevant decrees are already available on the website,” Zelenskyy said.
According to Decree No. 230/2025, a decision on the Application of Personal Special Economic and Other Restrictive Measures (Sanctions) comes into force on April 11.
An annex to the presidential decree lists individuals and entities who are under sanctions now, including 71 people and 18 pro-Kremlin media outlets. Among them is Drugaya Ukraina, a project of Viktor Medvedchuk.

Russian journalist and propagandist Arina Sharapova

Ukrainian political strategist and pro-Russian propagandist Vadym Karasyov

Propagandist Aleksandr Shelest

Russian producer of Ukrainian origin Yuriy Bardash
Sanctions include asset freeze, revocation of state awards, trade restrictions, prevention of capital outflow, suspension of financial and economic obligations, and a ban on media distribution within Ukraine.
Decree No. 229/2025 introduces sanctions targeting Russia’s so-called shadow fleet, and contains an annex with a list of persons involved in its operation.
“These are new sanction steps. We’re increasing pressure on war propagandists and those who justify Russia, and working with partners to block the operations of Russia’s shadow fleet. The relevant decrees are already on the website. Another NSDC decision on functionaries is being prepared. The decree will be issued soon,” Zelenskyy stated.
In early February, Ukraine announced plans for three new sanctions packages targeting Russian individuals, including propagandists, operators of the shadow fleet, and those who help export Ukrainian cultural artifacts.
