Zelenskyy comments on possible border exit for men aged 23–24

A decision has been made to allow men up to the age of 22 to travel abroad. No decision has been taken regarding men aged 23–24, President of Ukraine Volodymyr Zelenskyy said during a briefing.
According to Zelenskyy, there are currently no mass departures of people abroad. Everyone who wanted to leave has already left.
"But we must find a balance in the state – not to lose education, not to lose the educational level of our children, not to lose boys when they are still of school age, but to give them the opportunity to study here, to become adults here, and to remain Ukrainians," he noted.
The President added that there is great hope for the return of the majority of migrants after the war, but this requires effort. Since if a person leaves without even finishing school in their native country, the risks that they will not return are very high.
As for decisions on the possibility of free exit abroad for men aged 23–24, Zelenskyy replied that the decisions so far apply only to those aged 18–22.
"So far, such decisions have been made," he added.
Exit of young people abroad
On August 27, the Cabinet of Ministers of Ukraine published a resolution allowing men aged 18 to 22 (inclusive) to cross the border during martial law.
Such men are required to have not only a foreign passport but also a military registration document (in paper or electronic form). The documents must be presented at checkpoints upon request of a State Border Guard Service officer.
From the morning of August 28, people aged 18–22 were indeed allowed to cross the border. Some have already managed to leave.
According to the State Border Guard Service of Ukraine, the permit did not affect an increase in passenger traffic. The number of people crossing the border daily remains within the usual limits.
