Zelenskyy approves draft law to reinforce anti-corruption agencies

The President of Ukraine, Volodymyr Zelenskyy, approved the text of a new draft law, which is to guarantee the independence of NABU and SAPO, strengthen the anti-corruption system, and protect it from any Russian influence, according to the president's statement.
"I have just approved the text of the draft law that guarantees a real strengthening of the law enforcement system in Ukraine, the independence of anti-corruption bodies, as well as reliable protection of the law enforcement system from any Russian influence or interference," Zelenskyy explained.
He emphasized that the text of this draft law is balanced.
"The most important thing is real instruments, no Russian ties, and independence of NABU and SAPO. The draft law will be submitted to the Verkhovna Rada of Ukraine today," the head of Ukraine emphasized.
He also added that it is important for Ukrainians to maintain unity now.
"It is important that we preserve independence. It is important that we respect the position of all Ukrainians and are grateful to everyone who stands with Ukraine," he summarized.
Bill 13531
It should be noted that, according to MP Yaroslav Zhelezniak, as of now another draft law has been registered in the Verkhovna Rada, namely No. 13531 “regarding the restoration of the institutional independence of bodies that carry out pre-trial investigations and procedural guidance in cases of corruption offenses.”
“Our draft law 13531 on canceling the liquidation of NABU and SAPO is on the Rada’s website. Officially registered,” he added.
Law on NABU and SAPO
On July 22, the Verkhovna Rada adopted a law that significantly limits the powers of NABU and SAPO but expands the functions of the Prosecutor General.
President Volodymyr Zelenskyy signed the document on the same day, and on July 23, it came into force.
This decision provoked an active public response: protests were held in various cities of Ukraine.
Against this background, the Main Intelligence Directorate of the Ministry of Defense of Ukraine warned that Russian special services might use the situation to destabilize the country—particularly through attempts to provoke conflicts during the protests.
The Center for Countering Disinformation also warned that Russian propaganda is already manipulating information about the rallies—publishing altered images, trying to create the impression that the demonstrations are directly against the president.
It should be noted that the far-right Republican Marjorie Taylor Greene has already fallen for such a provocation.
Greene stated on her page on X that people allegedly took to the streets against President Volodymyr Zelenskyy and his refusal to end the war in Ukraine.
However, Ukrainians quickly refuted these claims.
Meanwhile, the RBC-Ukraine explanatory article analyzed the controversial provisions of the law and explained what alternative options the head of state proposes.
