Why Zelenskyy's victory plan will be presented to Biden first: Expert opinion
Ukrainian President Volodymyr Zelenskyy will first present his victory plan in the war with Russia to American leader Joe Biden, and then to other partners, because each point of the plan will, in one way or another, depend on US assistance.

Military and political expert of the Information Resistance Group Oleksandr Kovalenko believes the plan is connected to the 10 points of the peace formula, which have been shown multiple times before. The formula is broader because it takes into account the interests of both Ukraine and the world beyond its borders.
The expert noted that it is necessary first to determine how feasible the victory plan is.
"Ukraine can work through the points, organize them. But most of them, in one way or another, depend on US support. That’s why these consultations are necessary," the expert explained.
According to him, if the plan includes military actions against Russia, it is essential to determine whether allies will support this. The same applies to possible peace negotiations, diplomatic and financial steps, or any counteroffensive actions on the front.
"That's why it’s essential to present this plan directly to Joe Biden," Kovalenko added.
The expert also noted that the Kursk operation plays a significant role in Zelenskyy's peace plan.
"Are the Russians redeploying troops there? Yes, a lot. This weakens them in the combat zone in Ukraine. It’s also a reputational blow. Now they are forced to reallocate resources to the Kursk region. Instead of trying to capture more in Ukraine, they are starting to defend their own territory," he noted.
According to Kovalenko, the Kursk operation is important also from the perspective of affecting Russia’s unstable positions. Moreover, it shows that there might be other operations in the future.
"What if there’s a Bryansk operation? Belgorod? Or something more surprising? Anything can happen unexpectedly," the expert emphasized.
Zelenskyy's peace plan
During the Forum "Ukraine 2024. Independence", the president announced that in September he plans to present Ukraine's victory plan to US President Joe Biden. Later, he noted that this plan would show whether allies are ready for Ukraine to win or if they only wish to restrain dictator Vladimir Putin.
It is also known that Zelenskyy will present the plan to both the current US president and two candidates - Donald Trump and Kamala Harris.
Adviser to the President's Office Mykhailo Podolyak highlighted specific points from the plan. Among them, there are, for example, the operation in the Kursk region, economic, and political issues.
