If Ukraine receives the necessary resources, then events on the front line will be moderated exclusively by Kyiv. The victory plan also includes increasing political pressure on Russia, according to Mykhailo Podolyak, advisor to the Head of the Office of the President of Ukraine.

According to Podolyak, the victory plan for Ukraine highlights four key points that Kyiv is betting on.

Kursk operation

The operation in the Kursk region demonstrates that the military component can significantly impact Russia. Specifically, if Ukraine has a sufficient amount of mathematically justified resources, it will be the sole moderator of events along the front line.

"This means clearly defining how much resource is needed for the war to extend into Russian territory, for Ukraine to dominate the front line, for Russia to realize that it cannot achieve results through military means, and to increasingly see the war on its own territory, which will influence social sentiments. It’s essential to outline how much resource Ukraine should receive," Podolyak explained.

Economic component

It is important to understand the extent of resources Ukraine can expect for investments in the military-industrial complex (MIC) and other social programs. This includes analyzing how effectively the sanctions against Russia are working and why the war continues at a level comfortable for the enemy. A separate issue involves European companies that continue to operate in Russian consumer markets.

Political component

The political component concerns the clear structure of global security and Ukraine’s place in NATO.

Diplomatic pressure on Russia

Russia can only be pressured by those countries on which it depends and with which it has significant trade relations.

"For this pressure to increase, it is necessary to explain to these countries that, situationally, they may profit from Russia, but in the medium term, this will result in losses. Russia is nullifying international law," Podolyak noted.

The advisor to the Head of the Office of the President mentioned that Kyiv already has communication with Beijing at various levels. Recently, the Prime Minister of India also visited Ukraine.

"This is an entirely different level of communication, and Ukraine is actively explaining that we will not make conditional concessions at our own expense," he added.

Zelenskyy to present victory plan to Biden

Additionally, during the Ukraine 2024. Independence Forum, President Volodymyr Zelenskyy announced that in September, he plans to present Ukraine's victory plan to the President of the United States, Joe Biden.

He hinted at a meeting with Biden, which could take place on the sidelines of the United Nations General Assembly.
