Last week, Ukraine received two draft documents from the United States – a 28-point plan and an agreement on security guarantees for Ukraine, according to an RBC-Ukraine article Trump's ultimatum and 28 points: What's really happening with Ukraine peace plan.
Last week, on November 19, an American delegation led by Daniel Driscoll, a close friend of Vice President JD Vance and Secretary of the Army, arrived in Kyiv to discuss this plan.
Over the course of three days, American negotiators held a series of meetings in Kyiv with Ukrainian political and military leaders, as well as with European ambassadors. According to The Guardian, Trump officially appointed Driscoll as his special envoy to promote the peace plan.
Initially, an ultimatum was issued
They came to us with an ultimatum: if you don't support this plan by November 27, then please handle it yourselves with the Europeans — we will stop everything. Weapons deliveries, intelligence support - everything will be cut off. On the first day of the visit, their rhetoric was extremely harsh, though it softened somewhat later," one informed RBC-Ukraine source said.
Other interlocutors confirmed this ultimatum. Later, Trump himself stated that since Ukraine is losing its land, November 27 is an appropriate moment for Kyiv to agree to a peace deal. At the same time, he threatened Russia with new significant sanctions.
Driscoll came to Kyiv to discuss two draft documents. One of them is a comprehensive document consisting of 28 points, which has already been published by Axios. It covers various areas of Ukrainian-Russian settlement, ranging from territories to the conditions for Russia's reintegration into the global economy.
This is not a final document, but rather material that was submitted to the Ukrainian side for discussion. These 28 points were the subject of yesterday's talks in Geneva between the Ukrainian and American delegations, and they have probably already undergone changes.
About the second document
The other document is a framework agreement on security guarantees for Ukraine, which, as stated in its text, was based on the principles of Article 5 of NATO. According to RBC-Ukraine, this framework agreement contains three points.
The first stipulates that in the event of a renewed armed attack from Russia on Ukraine, the US president may use armed forces, intelligence and logistical support, economic and diplomatic actions, and other measures deemed appropriate.
The second point stipulates that NATO members, together with France, Britain, Germany, Poland, and Finland, undertake to act in coordination with the US. And the third point states that such a framework agreement will be valid for ten years, with the possibility of extension.
As with the 28 points, this framework agreement on security guarantees from the US is not final — it is also likely to undergo revisions.
Preparation of a peace plan for Ukraine
On November 20, the US presented a 28-point peace plan for Ukraine. According to the document, Ukraine must withdraw from Donbas, reduce its army, give up long-range weapons, and more.
On Sunday, November 23, consultations were held in Geneva between the US, Ukraine, and Europe to make the document more favorable for Kyiv.
Following the negotiations, Ukraine and the US prepared an updated and revised framework document on peace and agreed to continue intensive work on joint proposals in the coming days.
