Details of the meetings in the UAE

The talks were attended by General Alexus Grynkewich, Commander of the US European Command and Supreme Allied Commander Europe. He held a series of meetings with senior military representatives of Russia and Ukraine.

The main focus of the discussions in Abu Dhabi was the search for ways to end the war in Ukraine.

According to an EUCOM statement, the restored communication channel "will provide a consistent military-to-military contact as the parties continue to work towards a lasting peace."

Resumption after a five-year pause

High-level military dialogue between Washington and Moscow was officially suspended in 2021, shortly before Russia’s full-scale invasion of Ukraine.

The current agreement marks a return to systematic communication between the sides’ military leadership.

START treaty has expired

Today, February 5, 2026, the Treaty on the Reduction of Strategic Offensive Arms (START III) officially expired — the last mechanism limiting the nuclear arsenals of the US and Russia.

The document, signed in 2010, set limits on the number of deployed warheads and delivery systems and provided for mutual inspections to monitor compliance.

Experts warn that the dismantling of the treaty is pushing the world into a period of "crisis instability."

In particular, without mutual inspections, the sides will lack accurate data on each other’s capabilities, which could trigger fears of a “first strike” and lead to an unintended conflict.
