European Commission President Ursula von der Leyen discussed with Ukrainian President Volodymyr Zelenskyy a law that reduces the powers of NABU (the National Anti-Corruption Bureau) and SAP (Specialized Anti-Corruption Prosecutor’s Office). She is seeking clarification, states European Commission spokesperson Guillaume Mercier.

He noted that the European Commission is very concerned about the adoption of the new law on NABU, as it may significantly weaken the competences and powers of Ukraine’s anti-corruption bodies.

Mercier pointed out that the National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor’s Office are considered cornerstones of the rule of law in Ukraine. Such bodies are crucial for implementing reforms in Ukraine and must remain independent.

"The President of the European Commission has contacted President Zelenskyy regarding these recent developments. President von der Leyen expressed serious concerns about the consequences of these amendments and has asked the Ukrainian government for clarifications," the EC spokesperson said.

He reminded that Ukraine, as a candidate country for EU membership, must fully comply with the standards of upholding the rule of law and fighting corruption. No compromises can be allowed.

Law on NABU and SAP

On July 22, the Verkhovna Rada passed the controversial law No. 12414, which significantly reduces the powers of NABU and SAP.

The law allows the Prosecutor General to reassign investigations, transfer cases, and give binding instructions to NABU detectives and SAP prosecutors.

EU Commissioner for Enlargement Marta Kos already noted that the adoption of such a law is a serious step backward for Ukraine.

Protests against the law also took place in several cities across Ukraine.
