UN Secretary-General responds to Putin's idea of 'temporary administration' in Ukraine

The United Nations recognizes the Ukrainian government as legitimate. It must be respected, states UN Secretary-General António Guterres during a conversation with journalists.
"Ukraine has a legitimate government, and so obviously that must be respected," emphasized Guterres, commenting on Putin's proposal.
The Secretary-General also shared that the UN has been in contact with the United States regarding a ceasefire between Ukraine and Russia at sea, but the Organization has not yet been involved in negotiations.
What did Putin say?
The Russian President Vladimir Putin, on March 27, during a conversation with the sailors of the Arkhangelsk nuclear submarine, reiterated his claims that the Ukrainian government is "illegitimate."
The Kremlin leader suggested that "temporary administration" be established in Ukraine under the auspices of the UN, the US, and European countries to conduct elections and "bring a capable government to power."
Putin added that he wants to sign documents with this "new government" that "will be recognized worldwide."
Following this, the spokesperson of the Ukrainian Ministry of Foreign Affairs, Heorhii Tykhyi, suggested implementing temporary administration in Russia, starting with Vorkuta, which is in ruins.
