Ukraine will begin controlled exports of weapons to other countries. The first Ukrainian defense companies have already received the relevant permits, according to Secretary of the National Security and Defense Council of Ukraine (RNBO) Rustem Umerov on Telegram.

Umerov noted that controlled arms exports open the way to new alliances and the expansion of international cooperation.

According to him, the interagency commission on military-technical cooperation policy and export control has resumed its work and held its first meeting in eight months.

"As a result, Ukrainian enterprises have received the first permits to export controlled goods. All decisions are under state control and with the unconditional priority of the needs of the Defense Forces," the RNBO Secretary said.

He pointed out that as of today, the production capacity of Ukraine’s defense-industrial complex exceeds $55 billion. In particular, Ukraine’s capabilities in drones, electronic warfare (EW), and reconnaissance already surpass the volume of domestic procurement.

Umerov added that arms exports will make it possible to:

  • Attract investment;

  • Scale up production;

  • Launch new technologies for the Ukrainian army.

"The Ukrainian defense industry has proven its effectiveness in war. Now our task is to turn this experience into long-term industrial strength and a component of shared security with our partners," he said.

Exports of Ukrainian weapons

It became known in early October last year that Ukraine would resume large-scale arms exports.

According to RNBO Secretary Rustem Umerov, the first actual export contracts will appear no earlier than the second half of 2026. This is due to lengthy certification, testing, and procurement procedures on the part of foreign partners.

Ukrainian unmanned systems (aerial, ground, and maritime drones) will be the priority products for sale. Some of them will be manufactured under the so-called Danish model (investments directly into Ukrainian production facilities or the creation of joint ventures).
