Ukraine, US, and Coalition of Willing reach agreements in Paris Declaration

A meeting of the Coalition of the Willing, Ukraine, and the United States was held in Paris, during which the parties reaffirmed a shared approach to ensuring lasting peace and security and agreed on further steps to support Ukraine, according to a publication on the official website of the Office of the President of Ukraine.
Paris meeting: key questions
Members of the Coalition of the Willing, Ukraine, and the United States met in Paris on January 6, reaffirming their commitment to a just and lasting peace in Ukraine in line with the principles of the UN Charter. Participants welcomed progress achieved through discussions among American, Ukrainian, European, and other partners.
Ukraine's security as the cornerstone
The sides stressed that Ukraine’s ability to defend itself is crucial both for its future security and for collective Euro-Atlantic stability. They underlined that sovereignty and durable peace must be integral to any peace agreement and backed by robust security guarantees.
Ceasefire guarantees and oversight
Participants expressed readiness to undertake political and legal commitments that would take effect once a ceasefire enters into force. These include participation in a US-proposed monitoring and verification mechanism, the establishment of continuous oversight, and the creation of a special commission to review violations.
Support for Armed Forces and multinational forces
The coalition agreed to continue long-term military assistance to the Armed Forces of Ukraine, including defense packages, funding for weapons procurement, and technical support. They also confirmed plans to form multinational forces to help restore Ukraine’s military capacity and provide air, maritime, and land deterrence after hostilities cease.
Response to potential future aggression
The sides agreed on commitments to support Ukraine in the event of future armed aggression by Russia, including military, intelligence, logistical, and diplomatic measures, as well as additional sanctions.
Coordination and defense cooperation
Participants agreed to deepen long-term defense cooperation, including training, joint production, and intelligence sharing, and to establish a US–Ukraine coalition coordination group at an operational headquarters in Paris.
Separately, Ukrainian President Volodymyr Zelenskyy said that Ukraine and the United States have agreed on a format for long-term security guarantees, envisaging strong commitments for 15 years with an option to extend, approved at both team and presidential levels.
US President Donald Trump has indicated readiness to submit a security guarantees package for Ukraine to Congress, which US officials describe as maximally stringent and effective.
