Ukrainian investigators informed American partners about more than 185,000 war crimes documented by the National Police, according to the National Police of Ukraine.

A delegation from the National Police of Ukraine met with US senators and representatives from the Ukrainian Embassy in the United States, the US Department of Justice, FBI units, the Congressional Helsinki Commission, and the INL Bureau of International Law Enforcement Cooperation.

Russian war crimes

Ukrainian investigators reported over 185,000 war crimes documented by the National Police and described their work in de-occupied territories, where torture sites, mass graves, destruction of civilian infrastructure, and the consequences of Russian shelling are being recorded.

Separately, at the Center for the Investigation of Human Rights Violations and War Crimes, Ukraine presented its interagency system, War Criminal. It contains data on nearly 900,000 individuals involved in crimes against Ukraine, including military personnel, intelligence officers, members of filtration structures, propagandists, and mercenaries from private military companies.

The Ukrainian delegation provided the American side with profiles of 11 US citizens who are considered missing or held captive by Russia, and shared updated information regarding crimes committed against 109 American citizens.

During meetings at the FBI, the Ukrainian side presented detailed analytical materials on the activities of PMC Wagner, Redut, and other Russian proxy structures, their presence in Africa, the Middle East, Latin America, and Europe, sources of funding, and recruitment routes.

A separate aspect of the discussions focused on Russian hybrid activity, particularly the use of drones in the airspace of European countries. The Ukrainian police provided an analysis of over a hundred incidents involving so-called unidentified drones recorded throughout the year in European countries, including cases that led to temporary airport shutdowns.

War crimes of Russian forces

Earlier, RBC-Ukraine, citing the Office of the Prosecutor General, reported that in the Siversk direction, Russian troops committed a blatant violation of international law by shooting a Ukrainian serviceman while he was surrendering. The incident has been classified as a war crime, and the investigation is ongoing.

On November 19, in the Pokrovsk district of the Donetsk region, the Russian army shot five Ukrainian prisoners of war. They were disarmed and lying face down on the ground when one of the Russian forces opened fire, resulting in the deaths of the prisoners.

Similar crimes have been reported in the Zaporizhzhia region. On November 15, on the outskirts of Zatyshshia, Russian troops shot two Ukrainian fighters.
