Ukraine's intel hit Russia's second-largest chemical plant in Perm Krai, sources

Ukraine's Defense Intelligence (HUR) struck the strategic chemical plant Metafrax Chemicals in Russia's Perm Krai, according to a RBC-Ukraine source.
On September 13, Ukraine's Defense Intelligence struck a key Russian defense-industry facility with drones. The target was Metafrax Chemicals, the second-largest producer of organic chemical products in Russia, located in Perm Krai.
Preliminary reports indicate that the equipment used to produce urea was damaged.
The plant produces key components used in explosives, including:
- Urotropine;
- Methanol;
- Pentrite;
- Urea.
The facility is situated approximately 995 miles (1,600 km) from the border with Ukraine.
"The operation was carried out by the Unmanned Systems Forces of the Department of Active Operations of Defense Intelligence of the Ministry of Defense of Ukraine," a source said.
Earlier, on the night of September 14, 2025, the Kirishi oil refinery (KINEF) in Russia's Leningrad region was attacked by drones.
Attacks on Russian oil refineries
Previously, Ukrainian drones have targeted other major refineries, including those in Ufa, Ilsky, and Novoshakhtinsk. These attacks caused fuel shortages in several Russian regions.
For example, the Saratov oil refinery, operated by Rosneft, temporarily halted crude intake after a drone attack on Sunday, August 10.
Yesterday, Russian media reported that strike drones attacked the Novo-Ufimsky oil refinery in Bashkortostan overnight. The facility is located approximately 900 miles (1,500 km) from the border with Ukraine.
RBC-Ukraine has released footage of the aftermath of the strike on the Russian plant, including video recorded by Russians.
