Ukraine’s attack 'shuts down' Moscow oil refinery — Reuters

A Ukrainian strike on the Moscow oil refinery caused a fire. The plant has shut down its operations, Reuters reports.
Attack on the Moscow oil refinery
According to sources in the industry cited by the outlet, the strike on the Gazprom Neft plant in southeastern Moscow damaged the primary processing unit. This unit accounts for 53% of the facility’s total capacity. Witnesses recorded a large fire and thick black smoke over the plant.
Moscow Mayor Sergey Sobyanin confirmed damage to one of the structures, but emergency services stated that the fire had been extinguished and allegedly did not affect the refinery’s operations.
Reuters sources dispute this information and insist that production has been halted. The refinery is the largest fuel supplier for the Moscow region.
According to Reuters, the Moscow refinery, which has been targeted in attacks more than once, processed 11.6 million tons of oil in 2024, producing 2.9 million tons of gasoline and 3.2 million tons of diesel fuel, according to the latest available data.
Fuel collapse in Russia and the occupied territories
According to the General Staff of the Armed Forces of Ukraine, as of June 2026, long-range weapons of the Defense Forces are systematically destroying the enemy’s fuel and energy complex.

Strikes at distances of more than 1,500 kilometers have led to a technological and logistical paralysis of the occupying forces. In total, 16 major oil refineries and terminals in Russia have been hit, with more than 40 processing units taken out of operation.
The enemy is unable to restore them due to international sanctions.
The General Staff added that this has led to the following consequences:
- Oil production in Russia has fallen to a yearly minimum — 9.009 million barrels per day.
- Gasoline production in the aggressor state has dropped to a 16-year low.
- Due to empty storage tanks at the largest airports in Russia, restrictions have been introduced on refueling aircraft with aviation kerosene.
On the night of June 16, a strike was carried out at the Moscow oil refinery. This was reported by the Unmanned Systems Forces.
