Ukraine confirms roaming-free agreement with EU: Start date revealed

On July 14, the Cabinet of Ministers of Ukraine approved the decision of the Ukraine-EU Association Council on the mutual opening of the roaming sector, according to the government's official website.
According to Prime Minister Denys Shmyhal, this decision is part of the finalization process of the so-called roaming visa-free regime — Ukraine's accession to the Roam Like at Home policy.
Starting January 1, 2026, Ukrainians are expected to use mobile services in EU countries without additional charges, and EU citizens will enjoy the same conditions in Ukraine.
"This is part of the finalization process for obtaining the roaming visa-free regime," Shmyhal stated during the meeting.
He emphasized that this decision will not only reduce costs for citizens but also represents an important step toward Ukraine's European integration and a confirmation of its gradual entry into the European Union's digital space.
Roaming for Ukrainians in the EU
In February 2023, the European Commission included roaming in the Association Agreement between Ukraine and the EU. Last year, the European Council supported Ukraine's accession to the EU's free roaming zone, and the Cabinet of Ministers, in turn, created the conditions necessary for Ukraine to adopt the EU internal market regime in the field of roaming.
It was expected that EU countries would grant Ukraine access to the roaming zone by the end of spring.
A month ago, Kyiv informed the European Commission that it had completed all the necessary legislative procedures to join the EU roaming zone.
