Ukrainian and US officials discussed a document on security guarantees in an online format. A concrete understanding of such guarantees is expected soon, according to Ukrainian President Volodymyr Zelenskyy on Telegram.

According to the head of state, the US delegation in the talks included Secretary of State Marco Rubio, Pentagon Chief Pete Hegseth, US Special Presidential Envoy Steve Witkoff, US President’s son-in-law Jared Kushner, as well as American generals. NATO Secretary-General Mark Rutte also participated in the dialogue.

"We highly appreciate the active work of the American side at various levels — not only to end the war but also to guarantee Ukraine’s security and prevent a new Russian invasion. This demonstrates the seriousness of America’s intentions and its commitment to results," Zelenskyy said.

He emphasized that security guarantees are one of the most important elements for all subsequent steps. Ukraine has already had a negative experience with the Budapest Memorandum, and everyone remembers that Russia violated its commitments.

"Therefore, it is now crucial that this document on security guarantees provides concrete answers to what concerns Ukrainians most: what actions partners will take if Russia decides to resume its aggression," the president noted.

During the negotiations, the parties agreed to work actively so that a concrete understanding of security guarantees for Ukraine would be reached in the near future.

Security guarantees for Ukraine

Earlier, Ukrainian President Volodymyr Zelenskyy stated that he expects the US Congress to approve security guarantees for Ukraine.

According to him, this is necessary to avoid a repeat of the Budapest Memorandum scenario.

Meanwhile, today, December 11, Zelenskyy said that Ukraine has received a draft document on security guarantees from the US.
