Ukraine and EU extend Road Transport Agreement until 2027

The Ministry for Development of Communities and Territories of Ukraine and the European Commission have agreed to extend the Road Transport Agreement for another 15 months. It will remain in effect at least until March 2027, according to the press service of the Ministry.
Under the agreement, Ukrainian and European carriers will continue to operate without special permits for bilateral and transit transportation.
According to Oleksii Kuleba, Deputy Prime Minister for Ukraine’s Recovery – Minister for Development of Communities and Territories of Ukraine, during the period the agreement has been in force, the share of Ukraine’s trade with the EU carried by road transport has increased by almost 55%, demonstrating a direct positive impact of the arrangement on both economies.
The Ministry noted that the extension of the transport visa-free regime does not introduce new rules. As before, carriers from Ukraine and EU countries must comply with transport liberalization norms, including vehicle marking, possession of licenses, and cargo documentation.
Ukraine, in turn, is required to implement key provisions by the end of 2026, covering the professional reputation of companies, the use of smart tachographs, and training for transport company managers.
Specifically, after July 1, 2026, newly registered cargo vehicles in Ukraine must be equipped with smart tachographs.
Road Transport Agreement
The Road Transport Agreement is a special agreement that simplifies cargo road transportation between Ukraine and European Union countries. Ukraine signed it with the EU in 2022.
Under the agreement, Ukrainian carriers can freely transport goods within the EU without needing separate permits.
Earlier, on June 18, it was announced that the European Union had extended transport visa-free regime with Ukraine for the fourth time, keeping it in effect at least until the end of 2025.
In addition, in August, Ukraine extended its transport visa-free regime with Moldova for another two years.
