UK Department of Transport supports transfer of decommissioned vehicles to Ukraine

The UK Transport Minister, Mark Harper, believes that there are no legal barriers to allowing vehicles to be donated to Ukraine, according to The Telegraph.
The UK Transport Minister wrote a letter to the Mayor of London, Sadiq Khan, stating that there are no legal obstacles to transferring written-off vehicles to scrap. Harper suggested that Khan might be obstructing the export of these vehicles to Ukraine.
In a letter to the Mayor of London on Wednesday, Mark Harper said there was no legal barrier to cars being donated to Ukraine through the Ulez scrappage scheme.
Transfer of used vehicles to Ukraine
In March 2023, the UK Secretary of State for Levelling Up, Housing and Communities, Michael Gove, requested London Mayor Sadiq Khan to donate fully-functioning vehicles to Ukraine that would otherwise be scrapped under the ULEZ (Ultra Low Emission Zone) scrappage scheme.
The ULEZ is a program implemented in London in 2019 to reduce air pollution levels in the city. Under this scheme, vehicles that do not meet emission standards are required to pay a charge of £12.50 for entering the city center.
The ULEZ scrappage program allows vehicle owners whose cars do not comply with emission standards to receive up to £2000 during the scrappage of their vehicles.
Gove believed that donating these vehicles to Ukraine would contribute to humanitarian aid for the country affected by Russian aggression.
Earlier, it was reported that the Mayor of London, Sadiq Khan, did not support the idea of donating scrapped cars to Ukraine.
However, following the appeal from Transport Minister Mark Harper, Khan showed flexibility and expressed support for the proposal.
