Tusk proposes three-point plan for Europe and Ukraine

Polish Prime Minister Donald Tusk has proposed a plan for Ukraine and Europe, which includes using a new source of funding for Ukraine’s aid, according to Tusk’s post on X.
"Enough talking, it's time to act!" Tusk stated in his appeal to European countries.
The plan proposed by the Polish Prime Minister includes:
- Financing European aid to Ukraine using frozen Russian assets;
- Enhancing air patrols, the Baltic sentry operation (a NATO mission for protecting underwater infrastructure in the Baltic Sea), and the protection of the EU’s border with Russia;
- Quickly adopting new fiscal rules to fund EU security and defense.
It is important to note that EU countries have not yet used frozen Russian assets for Ukraine’s aid. They have only used the profits generated from these assets.
Nausėda's plan
On February 19, Lithuanian President Gitanas Nausėda proposed his own plan for further support of Ukraine, focusing on security guarantees and holding Russia accountable for war crimes.
This week, two summits were held in Paris, where European leaders discussed further assistance to Ukraine.
According to Western media, there is ongoing discussion in Europe about sending up to 30,000 soldiers to Ukraine. These soldiers would not be stationed at the front line but in several Ukrainian cities. It is also expected that the US will provide support for the European troops.
Meanwhile, The Telegraph reports that UK Prime Minister Keir Starmer is set to visit the US next week, where he will present a plan for stationing European troops in Ukraine.
