US President Donald Trump instructed the Secretary of the Treasury to discuss with European allies a plan to create a Ukraine victory fund, financed by increased tariffs on imports from China.

This initiative aims to prepare the ground for Ukrainian President Volodymyr Zelenskyy's visit to Washington on October 17 and to support Kyiv amid the fourth year of the full-scale war.

Shift in the US administration's position

Earlier, Trump claimed that Ukraine lacked sufficient leverage to win. Still, now the American leader is expressing growing dissatisfaction with the Kremlin's actions and proposing a new approach to the conflict.

Support for Ukraine has become a key element of the US strategy to pressure Moscow, including the potential supply of long-range Tomahawk missiles and financial backing for the country's defense.

According to the announced strategy, the United States plans to impose a 500% tariff on imports from China, with the proceeds directed toward arming the Ukrainian military.

This move is intended to limit China's support for Russia's war machine and push President Putin to the negotiating table with Trump and Zelenskyy.

Reaction of European allies

Although NATO has officially labeled Beijing as a key enabler of Russia's war, many European countries, including the United Kingdom, do not view China as a direct adversary.

The introduction of such tariffs would require the consent and participation of US allies, a crucial condition for the plan's successful implementation.
