Trump follows strict plan with no improvisation, says head of Ukraine's presidential office

Donald Trump is acting strictly according to a pre-prepared plan, with no improvisation in his decisions, Kyrylo Budanov, head of Ukraine’s presidential office, said.

In Budanov’s view, the US President’s behavior is not chaotic — it is based on a specific document.
"He has been highly consistent in his actions. Six months before his term began, a program document was developed for him — as I recall, it was 838 pages. Everything he is doing was clearly described, calculated, and explained — what for and why," Budanov said.
According to him, Trump is strictly following this plan.
The head of Ukraine’s presidential office also commented on the possible outcome of the war, saying there is no middle-ground scenario.
"There will be either victory or defeat. There is no middle option," he stated.
Students also asked whether Ukraine could take advantage of the situation in the Middle East. Regarding military-technical cooperation, Budanov responded cautiously.
"As for military-technical cooperation, it is a path that can be taken or not," he said.
Meanwhile, political disputes around Trump continue within the United States. More than 85 lawmakers continue to demand the impeachment of US President Donald Trump or his removal under the 25th Amendment.
The trigger was Trump’s actions during the armed confrontation with Iran.
However, calls for Trump’s resignation are not new. Back in November 2025, thousands of Americans took to the streets of Washington in protests called Remove the Regime, demanding the President’s impeachment.
