Last year, Russia spent significantly more on its army than previously believed. In particular, expenditures were 66% higher than officially reported, Spiegel reports.

The outlet, citing an analysis by the Federal Intelligence Service (BND), writes that Moscow failed to disclose some major expenditures. In particular, these include construction projects of the Ministry of Defense, military IT projects, and social payments for service members — expenses that were classified under other budget items.

In addition, the BND notes that information on defense spending provided by official Russian bodies is often presented in a distorted manner.

It is noted that since the start of the full-scale invasion of Ukraine, Russia’s defense budget has increased significantly each year. Russia’s military spending last year is estimated at €250 billion, which is roughly 10% of Russia’s GDP.

In 2022, this figure stood at 6% of GDP. The following year, it rose to 6.7%, and in 2024, it increased to 8.5%.

"These figures clearly reflect the growing threat posed by Russia to Europe," the BND emphasizes.

It is claimed that Russia is using the funds not only for the war against Ukraine, but also to further build up and expand its military capabilities, especially near NATO’s eastern flank.

Statements about Russia preparing for war with NATO

Back in September 2025, Dutch Defense Minister Ruben Brekelmans said that the threats emanating from Russia concern the entire Western world. Russia is shifting its economy to a wartime footing, expanding weapons production, and mobilizing people in order to be ready for a war with NATO by 2030.

According to analysts at the Institute for the Study of War (ISW), Moscow is intensifying its covert attacks against Europe and has already entered the phase zero of preparations for a possible war with NATO.

In addition, Russia is actively strengthening its military presence near the Finnish border. Satellite images show large-scale construction of infrastructure, including shelters for fighter jets, warehouses, and field camps.
