According to ASTRA’s OSINT analyst, the drone strike targeted the refinery based on eyewitness footage. The facility’s storage tank area was likely hit.
Perm region governor Dmitry Makhonin also confirmed a drone attack on “one of the industrial sites in Perm Krai,” though he did not specify the facility.
“Today, an enemy drone attacked one of the industrial sites in Perm Krai. Employees are currently in shelters. There are no casualties or major damage. There is no threat to the lives or health of residents,” his statement said.

He added that there is no chemical hazard threat and noted that the region remains under Drone Danger and Carpet plan emergency режимs.
Lukoil-Permnefteorgsintez is one of Russia’s largest oil refineries, with a processing capacity of around 13 million tons of oil per year.
The refinery supplies fuel to both the civilian sector and the Russian military. It is located more than 1,500 kilometers from Ukraine.
As previously reported, on April 29, drones operated by the Security Service of Ukraine struck oil infrastructure near Perm for the first time. A fire broke out at a production and dispatch station supplying oil to the refinery, engulfing nearly all tanks at the facility.
Following the first wave of explosions, hazardous substances were reportedly released into the air, forming a distinctive white mushroom-shaped cloud. Local residents were warned about a chemical release incident.
