This provides people with:
- Heat,
- Light from generators,
- Ability to recharge devices,
- Access to water,
- Shelter during air raid alerts.
The educational process is taking place in a conditionally remote format: when electricity is available, teachers conduct online lessons, and when it is not available, children receive assignments for independent review.
Regular classes/groups have been organized in the institutions. However, parents are asked to keep their children at home if possible.
Zaporizhzhia region
Ivan Fedorov, head of the Zaporizhzhia region, noted that another difficult night had passed.
"Russia attacked energy infrastructure facilities throughout the country. In Zaporizhzhia, traffic across the DniproHES dam is currently blocked," he said.

"Repair work is continuing on the power grid facilities. Hourly power outages are in effect in the region. In the Nizhyn district, they partially overlap with emergency power outages. Under favorable conditions, energy companies will increase the time without power outages," he explained.
Transportation
After the Russian strikes, public transport in Kyiv is running with changes. Due to the lack of electricity, some trolleybus and tram routes are temporarily out of service.
Buses are running to ensure connections between districts:
- No. 37TR - from Myloslavska Street to Lisova metro station;
- No. 28T - from Darnytska Square to Myloslavska Street;
- No. 30TR - from Myloslavska Street to Pochaina metro station;

Ukrainian Railways, in turn, has updated information on train traffic.
Despite blackouts across the country, trains are running with minimal deviations from the schedule. Thus, morning departures in all directions were mostly on time.

- No. 722 Kyiv - Kharkiv
- No. 712 Kyiv - Kramatorsk
Morning arrivals are running with minimal deviations from the schedule.
Traffic delays are being recorded in the Dnipropetrovsk region due to a lack of voltage in the contact network as a result of Russian strikes This applies to a number of suburban trains.
Traffic difficulties are also being recorded in the Hrebinka area: a number of suburban trains are delayed, in particular Kyiv - Hrebinka and Berezan - Kyiv-Volynskyi.
Reactions to Russian attack
Ukrainian Foreign Minister Andrii Sybiha stressed that Russians had struck critical civilian infrastructure, including energy facilities, across Ukraine with hundreds of drones and missiles.
"I urge all partners to respond strongly," Sybiha said.
As the Foreign Minister noted, Russia's Vladimir Putin has once again resorted to symbolism, as the Russians attacked on October 10, the anniversary of the first massive attack on Ukraine's energy infrastructure in 2022.
"This is a deliberate demonstration that he has not changed his aggressive actions, terrorist methods, and ultimatums over the past three years, and he continues to reject any meaningful diplomatic and peace efforts. Russia is worse than Hamas," he stressed.
Sybiga noted that even Hamas has agreed to a ceasefire and peace efforts. Meanwhile, Moscow continues the senseless war it started — a war it cannot and will not win.
"This is a deliberate demonstration that he has not changed his aggressive actions, terrorist methods, and ultimatums in three years, and he continues to reject any meaningful diplomacy and peace efforts. Russia is worse than HAMAS," the Minister stressed.
He also stressed that depriving people of energy amid falling autumn temperatures is tantamount to genocide under Article II of the Genocide Convention: creating intolerable living conditions to destroy a national group.
"Pressure on Moscow is the only recipe that can work, but it needs to be strong and consolidated. Economic pressure of biting sanctions, military pressure of stronger support for Ukraine, and political pressure of full isolation," Sybiha concluded.
Electricity situation
Due to Russian strikes on the night of Friday, October 10, critical infrastructure was damaged in many Ukrainian regions, and emergency power outage schedules were subsequently introduced.
Russia attacked the DTEK energy company's thermal power plants last night.
"The TPP equipment has been seriously damaged. We are working to eliminate the consequences. Since the start of the full-scale invasion, DTEK's thermal power plants have been shelled more than 200 times," DTEK added.
