The Institute for the Study of War continues to assess that the United States and Europe have so far failed to refute the theory of victory of Russian President Vladimir Putin.

According to analysts, the United States and European partners can change Russia's strategic calculus.

To force Moscow to make concessions, additional pressure mechanisms must be applied.

"Augmenting Ukrainian military capabilities, sanctioning and seizing foreign Russian assets, and reducing Russia's access to resources it needs to sustain its long-term war effort," ISW said in its report.

Russia's negotiating tactics

Russia continues to implement a strategy aimed at completely exhausting Ukraine ahead of possible negotiations. According to analysts, Russian forces seek to divide Ukraine's energy system into isolated "islands" to cause prolonged blackouts in key regions and paralyze the logistics of the Armed Forces of Ukraine.

Alongside energy terror, the Kremlin is waging a complex political game on the international stage. In particular, Moscow is trying to force the administration of Donald Trump to abandon support for Ukraine by issuing ultimatums that effectively demand Kyiv's capitulation.

Russia is using the threat of destruction of Ukrainian infrastructure as leverage to push Washington to halt military assistance and recognize the occupied territories as Russian.

Earlier, the Institute for the Study of War stated that the Russian military command has begun a process of optimizing its forces in preparation for a prolonged positional war.

Instead of attempting a rapid breakthrough at the front, the aggressor is focusing on exhausting Ukraine's defensive capabilities and consolidating its hold on already occupied positions.
