Putin's administration 'waits for signal' from Kyiv on direct negotiations

Russia is waiting for a signal from Kyiv to resume direct peace talks, RBC-Ukraine reports, referring to the statement of Putin's Press Secretary Dmitry Peskov to the Russian media.
In particular, journalists asked Peskov from whom Moscow is expecting a signal to resume peace negotiations.
"At least from Kyiv. Kyiv must take some action in this regard. They have a legal ban on negotiations. But so far, we haven't seen any actions," said the Press Secretary of the Russian President.
According to Peskov, Russia remains open to negotiations regarding Ukraine, "but the ball is not in Moscow's court, Kyiv has not yet shown any willingness to negotiate."
Ban on direct talks with Putin
In October 2022, Ukrainian President Volodymyr Zelenskyy enacted a decision by the National Security and Defense Council regarding the impossibility of holding talks with Russian President Vladimir Putin.
The National Security and Defense Council of Ukraine decided to:
- Acknowledge the impossibility of conducting negotiations with Vladimir Putin.
- Approve the text of a Joint Appeal by the President of Ukraine, the Speaker of the Verkhovna Rada of Ukraine, and the Prime Minister of Ukraine to the North Atlantic Treaty Organization.
- The Cabinet of Ministers was tasked with preparing proposals for a multi-tiered security guarantee system based on multilateral and bilateral agreements with Ukraine, aimed at strengthening Ukraine's defense capabilities to ensure guaranteed resistance to Russia's military aggression.
- Amid Russia's escalation, the government must ensure the strengthening of Ukraine's defense capacity by increasing military-technical aid supplies.
- The Verkhovna Rada was recommended to accelerate the adoption of laws regarding proper sanctions and other responses to Russia's escalation.
Peace negotiations
On April 21, Russian leader Vladimir Putin reacted to Ukrainian President Volodymyr Zelensky's proposal to stop strikes on civilian infrastructure for 30 days.
According to the Kremlin leader, this initiative needs to be considered. Putin also allowed for bilateral negotiations with Ukraine to discuss such a matter.
Recently, US President Donald Trump posted on his social media, suggesting that Russian dictator Vladimir Putin might not want to end the war in Ukraine. Trump thus suggested that a different approach was needed, directly hinting at sanctions.
