Norway will allocate $7 billion dollars to Ukraine for defense needs next year. Additionally, Ukraine and Norway will launch joint defense production on Ukrainian territory, according to a post by Ukraine’s Minister of Defense, Denys Shmyhal.

Shmyhal reported that during his working visit to Norway, he met with his counterpart, Tore Sandvik, and received an invitation to a meeting of the defense ministers of the Joint Expeditionary Force (JEF). Ukraine will participate in this format for the first time.

Following the meeting, several documents were signed:

  • A memorandum on unified quality standards for defense products produced or supplied under joint agreements between the states;

  • A memorandum on the establishment of a joint defense enterprise in Ukraine by Ukrainian and Norwegian companies.

"We discussed with my colleague the priority needs of the Armed Forces of Ukraine and strengthening air defense. Ukraine is ready to share its experience in countering enemy drones," the minister said.

Shmyhal added that Sandvik, in turn, confirmed continued support for Ukraine. Next year, Norway will allocate $7 billion to help Ukraine meet its defense needs.

"I am grateful to the government and people of Norway for their significant contribution, the provision of F-16s, support for Ukrainian aviation, participation in the PURL initiative, and in the Maritime Capabilities Coalition," Shmyhal concluded.

Not only military aid

Norway is helping Ukraine not only militarily but also on the humanitarian front. In particular, on October 22, it was announced that Norway would provide additional funding of $150 million to help Ukraine ensure access to electricity and heating.

The funds are being allocated under the Nansen Programme for Ukraine Support and complement the financing already provided in 2025 for gas procurement. Since 2022, Norway has sent a total of $550 million to Ukraine for gas imports.

Earlier, Ukrainian President Volodymyr Zelenskyy also reported agreements with Norway and the Netherlands on assistance for restoring Ukraine’s energy system after Russian attacks.
