Norway is allocating additional funding of $135 million to help Ukraine ensure access to electricity and heat, according to the Norwegian government.

The funds are being provided in cooperation with the European Union and will be used to meet the energy needs of a country entering its fourth winter of full-scale war.

"Ukraine is facing another difficult winter and the power supply in the country is unstable. Together with the EU, Norway is stepping up efforts to ensure that Ukrainian households, businesses and institutions have access to energy. These efforts are important both for individual Ukrainians and for keeping the wheels of the country turning," says Prime Minister Jonas Gahr Støre.

Funding through European mechanisms

Funding from Norway will be channeled through the European Investment Platform for Ukraine (Ukraine Investment Framework, UIF). This mechanism is designed to mobilize public and private investment for the recovery and reconstruction of Ukraine after the destruction caused by Russia's aggression.

The UIF is part of the Ukraine Facility, the EU's main instrument for providing civilian support to Ukraine. This is the first time Norway has channeled aid directly through this mechanism.

"Ukraine needs an adequate, stable supply of energy in order to maintain essential services as it continues to fight to defend itself. By cooperating with the EU, we are ensuring that the funds will be used to help secure Ukraine’s energy supply," said Norwegian Foreign Minister Espen Barth Eide.

Norway's total aid to Ukraine is increasing

The funds are allocated under the Nansen Support Program for Ukraine and supplement the funding already provided in 2025 for gas purchases. Since 2022, Norway has provided Ukraine with a total of $550 million for gas imports.

Norwegian Prime Minister Jonas Gahr Støre met with Ukrainian President Volodymyr Zelenskyy at the military terminal of Oslo Gardermoen Airport on October 22.
