The Netherlands has allocated €300 million to support Ukraine's recovery in 2025 and 2026, with part of the funds directed toward rebuilding the country’s energy infrastructure, Dutch Foreign Minister Caspar Veldkamp reports on X.

"Ukraine's economy and society must be kept running because that will help the country in its struggle. It is, as it were, another front line," Veldkamp stated at the Ukraine Recovery Conference in Rome.

According to the Dutch Foreign Minister, as part of this package, the Dutch government will allocate €52 million in 2025 to restore energy infrastructure and drinking water supply systems in Ukraine.

An additional €30 million will be allocated to support Dutch companies and organizations involved in Ukraine's recovery and sustainable development.

These funds are part of the nearly €500 million in non-military aid the Netherlands has already committed to Ukraine, which is now in its fourth year of resisting Russia's full-scale invasion.

Dutch assistance to Ukraine

The Netherlands has been one of Europe's strongest supporters of Ukraine, providing aid ranging from modern fighter jets and air defense systems to drones, ships, training programs, and both energy and humanitarian initiatives. This support includes direct deliveries, strategic projects, and investments in domestic Ukrainian production.

Since the start of the full-scale invasion, the Netherlands has allocated nearly €6 billion in military aid.

A recently announced new aid package worth €175 million includes:

  • 100 radar systems for detecting drones;
  • 20 medical evacuation vehicles.

An additional €80 million has been allocated to support drone-related efforts as part of an international project.

Another major package worth €400 million focuses on strengthening Ukraine's maritime security. It includes:

  • Hundreds of ships and patrol boats
  • Over 50 naval drones
  • Sensor systems
  • Training for Ukrainian specialists

The Netherlands has already delivered 24 F-16 fighter jets to Ukraine and is involved in pilot training in Romania.

The Ukrainian ally has also provided:

  • Patriot air defense systems;
  • Leopard 2 tanks;
  • CV90 infantry fighting vehicles;
  • Artillery;
  • Armored vehicles;
  • Ammunition;
  • Small arms;
  • Vehicles;
  • Medical equipment;
  • Food supplies.

In March 2024, the Netherlands and Ukraine signed a 10-year strategic cooperation agreement that includes intelligence sharing, cybersecurity, and infrastructure protection.

Around 35,000 Ukrainian service members have received training, including naval personnel currently undergoing instruction in the Netherlands.

In March 2025, an additional €65 million was allocated to support Ukraine's energy infrastructure through the Energy Support Fund.

On top of that, EU UHF and World Bank funding - covering medical aid, school and hospital reconstruction - has exceeded several hundred million euros.

The Netherlands is also financing joint weapons production, including a €500 million contract for 600,000 drones.

An additional €60 million was invested in drone development, including support for Ukrainian manufacturers under the Zbroyari program.
