Lukoil-Permnefteorgsintez oil refinery comes under attack again — the third strike in recent days on one of Russia’s key refineries located more than 1,500 kilometers from the Ukrainian border, according to social media posts.
What is known about the attack
Local residents shared photos and videos from the scene online. The footage appears to show a large fire at the facility and a massive column of smoke rising into the sky.
Local authorities introduced a “Drone Danger” regime in the city. Perm Krai Governor Dmitry Makhonin confirmed the arrival of what he called “enemy drones.”
What is known about the refinery
Lukoil-Permnefteorgsintez is one of Russia’s largest oil refineries, with a processing capacity of around 13 million tons of oil per year.

The plant refines oil and supplies fuel both to the civilian market and the Russian military. It is located in Perm, a city in Russia’s Ural region more than 1,500 kilometers from the Ukrainian border.
What preceded the attack
The refinery was previously attacked for the second time in eight days on the night of May 7. OSINT analyst ASTRA identified the facility based on eyewitness footage. Commander of Ukraine’s Unmanned Systems Forces, Robert Brovdi, later confirmed the strike was carried out by operators of the 1st Separate Unmanned Systems Center.
As previously reported by RBC-Ukraine, Ukrainian President Volodymyr Zelenskyy later confirmed the attack and said Ukraine’s “long-range sanctions” had already reached Chelyabinsk, about 1,800 kilometers away, and Yekaterinburg, nearly 2,000 kilometers from the border.
Zelenskyy addressed the Kremlin, saying: “We must establish peace, not run around world capitals begging for a pause for May 9.”
At the same time, Zelenskyy stated that Ukraine would respond to Russian attacks symmetrically with “long-range sanctions.” He added that if Moscow is ready for diplomacy, Kyiv will also pursue a diplomatic path.
