Timur Tkachenko, head of the Kyiv City Military Administration, stated on his Telegram about the risk of strikes on critical civilian infrastructure.

He emphasized that, so far, there have been no outages caused by the military threat.

"There are isolated outages and accidents, which regularly occur in our housing and utility systems. Emergency services are responding to these. All districts are in contact. I urge Kyiv residents to stay in shelters until the all-clear signal," he wrote.

Russia targets energy infrastructure

Russia began a new wave of attacks on Ukrainian energy facilities several months ago. In early August, an oil depot of the Azerbaijani company SOCAR in the Odesa region was hit, after which attacks continued on energy facilities across various regions of the country.

For example, on October 5, the Russian forces carried out a combined strike on Ukraine, using different types of weapons. As a result, parts of Lviv, Cherkasy, and Chernihiv were left without electricity, while Zaporizhzhia also experienced water supply disruptions.

Additionally, on October 9, the Ministry of Energy reported that in recent days, Russian forces have been attacking energy facilities in central and southern regions of Ukraine. According to their data, the situation remains difficult in the Chernihiv region.
