Former US special envoy for Ukraine Keith Kellogg has stated that the negotiation process between Ukraine, the United States, and Russia has effectively come to a halt, according to Suspilne.

Negotiations between Ukraine, the US, and Russia have slowed down

Keith Kellogg, who previously served as the US special envoy on Ukraine, has stated that the negotiation process between Kyiv, Washington, and Moscow has effectively been suspended. According to him, this pause may also carry some positive significance.

In a comment to Suspilne, he noted that US lawmakers involved in the Ukraine track have currently shifted their focus to other international tasks, including the situation surrounding Iran.

Redistribution of US attention

Kellogg emphasized that it is not possible for key US mediators to be engaged in several complex diplomatic processes at the same time, so a temporary reduction in activity on the Ukraine track appears logical.

He also added that the US focus on other directions effectively leaves Ukraine in a situation where it continues to fight Russia on its own, while, in his assessment, doing so effectively.

Sanctions and diplomatic contacts

Responding to a question about sanctions policy, Keith Kellogg said that the US sanctions package against Russia is not yet complete.

He did not confirm any easing of restrictions and noted that pressure from Washington remains in place.

Commenting on contacts between the sides, he stressed that the very fact of dialogue can be seen as a positive signal, even if it is limited in format.

Security assessment

According to Kellogg, the Baltic states and Eastern Europe remain secure. He believes that Russia currently lacks sufficient military capacity to expand the conflict beyond the existing theater of war.

He also noted that Ukrainian forces have significantly weakened the Russian army during the war.

In conclusion, Kellogg stated that US President Donald Trump supports ending the protracted conflict and achieving a peaceful settlement, and he also confirmed plans for a visit to Ukraine at the end of summer 2026.

The former US special envoy on Ukraine and Russia, Keith Kellogg, said that Russia is not achieving its goals in the war and is effectively not winning it. He emphasized the need to move toward a negotiation process and called on Moscow to engage in dialogue.
