General Staff declares start of Cyber Forces. Parliament set to review draft legislation tomorrow

The draft law On the Cyber Forces of the Armed Forces of Ukraine will be considered in the Verkhovna Rada (parliament) on Tuesday, October 7, according to the General Staff.
The Armed Forces of Ukraine continue to build their capabilities to counter the enemy in cyberspace. Since the start of the full-scale war, cyber defense units have already been providing a response to Russian cyber aggression.
"On October 7, 2025, the Verkhovna Rada of Ukraine is scheduled to consider in the first reading draft law No. 12349 On the Cyber Forces of the Armed Forces of Ukraine," the General Staff of the Armed Forces of Ukraine reported.
The draft law was developed by a working group that included specialized experts from the General Staff of the Armed Forces of Ukraine.
"The adoption of the draft law and support for the Armed Forces’ initiative to establish Cyber Forces and develop effective combat capabilities in cyberspace will accelerate the implementation of changes necessary to fight the aggressor," the post reads.
The Armed Forces have fully transitioned to a corps-based structure. Newly formed corps have begun carrying out combat missions, with initial positive results.
Despite questions regarding staffing and training, the corps are actively integrating into the military system.
Earlier, Oleksandr Syrskyi, Commander-in-Chief of the Armed Forces of Ukraine, stated that the Armed Forces are undergoing reorganization to increase efficiency.
According to him, this will allow the creation of additional reserves for conducting offensive and counteroffensive operations.
