European Commission to present enlargement report: Ukraine among top-rated candidates

The European Commission will present a report tomorrow, November 4, on the progress of Ukraine and other candidate countries in joining the European Union, according to Rikard Jozwiak, editor for European affairs at Radio Liberty, on Twitter.
According to him, Ukraine’s rating is expected to be assessed as "largely positive."
"The European Commission will issue its annual report on EU candidate countries tomorrow. Scorecards: largely positive — Moldova, Ukraine, Montenegro, Albania; so-so — Serbia, Bosnia and Herzegovina, North Macedonia, Kosovo; terrible — Georgia," Jozwiak wrote.
The European Commission will present the enlargement package report on November 4, including the Commission’s assessment of Ukraine’s progress as part of the EU enlargement package.
Ukraine’s accession to the EU
The European Union still cannot officially begin accession negotiations with Ukraine due to Hungary’s position. The pro-Russian government in Budapest has vetoed the start of the negotiation process.
Meanwhile, Lithuania has proposed a workaround — to launch technical negotiations among 26 EU member states without Hungary’s participation. European Council President António Costa also emphasized that Ukraine’s EU integration process must continue despite Budapest’s resistance.
Kyiv expects the EU to soon make a decision on the official start of accession talks. Ukraine has already completed the legislative screening necessary for launching the process in record time.
At the same time, Hungarian Prime Minister Viktor Orbán stated that instead of full membership, Ukraine should settle for a “strategic partnership” with the EU. He also claimed that EU members would allegedly be forced to finance Ukraine under various programs, which is why Budapest opposes its accession.
