The new package of sanctions against Russia has had little impact so far. As a result, in 2025, Russia may earn more from exporting raw materials and energy to the European Union than the EU spends on military aid to Ukraine, Bild reports.

According to the publication, Russia is expected to earn €233 billion from energy and raw material exports in 2025, with over €20 billion coming from EU countries.

This amount is several times greater than what the European Union allocates for military aid to Ukraine in its fight against Russian aggression.

As Bild reports, in just one month, EU countries purchased approximately €2 billion worth of oil, gas, and uranium from Russia.

The outlet noted that thanks to massive energy exports, Russia is able to sustain and continue expanding its war economy.

EU sanctions against Russia

On May 20, the European Union introduced its 17th package of sanctions against Russia, targeting maritime transport, oil traders, and their foreign collaborators.

Specifically, the sanctions blacklisted 189 vessels from third countries, bringing the total number of affected ships to 342. These vessels are part of Russia's so-called shadow fleet, used to transport Russian oil via high-risk shipping practices or to support the country's energy sector.

On the same day, the EU began preparing its 18th package of sanctions against Moscow.

Previously, the EU had warned that it would impose broader sanctions if Russia refused to implement a ceasefire and engage in peace negotiations with Ukraine.

According to media reports, the upcoming sanctions package includes potential restrictions on around 20 banks, trade bans worth over €2.5 billion, and a new oil price cap, possibly set at $45 per barrel.

Bloomberg, citing sources familiar with the talks, also reported that Brussels is considering a ban on transporting Russian oil via the shadow fleet and further restrictions on funds that support the Kremlin's military efforts.
