The Council of the European Union has approved the decision to provide Ukraine with the fifth tranche of funding under the Ukraine Facility program, amounting to over €1.8 billion (approximately $1.9 billion), the EU Council reported.

As informed by the Council of the EU, Ukraine has met the necessary conditions to receive the fifth payment.

These funds will be provided after the EU recognized the successful implementation by Ukraine of nine out of ten steps required for this stage, as well as one item that had remained unfulfilled from the previous tranche.

"The funding aims primarily to bolster Ukraine's macro-financial stability and support the continued operation of its public administration," the statement said.

Ukraine Facility

The Ukraine Facility is a financial program of the European Union designed to support Ukraine during the war and its post-war recovery.

It came into effect on March 1, 2024, and provides up to €50 billion (approximately $53 billion) in grants and loans to support recovery and reforms from 2024 to 2027.

Of this amount, approximately 32 billion euros (around $34 billion) are intended to finance reforms and investments outlined in the Ukraine Plan. Payments are made depending on the fulfillment of specific indicators.

Since the program's inception, 6 billion euros (about $6.4 billion) have been allocated as transitional financing, 1.89 billion euros (around $2 billion) as a pre-financing payment, as well as four tranches of approximately 4.2 billion euros (about $4.5 billion), 4.1 billion euros (around $4.4 billion), 3.5 billion euros (about $3.7 billion), and 3.2 billion euros (about $3.4 billion).

What reforms has Ukraine implemented

After assessing Kyiv's request dated September 29, 2025, the European Commission concluded that Ukraine has implemented several key reforms in the following areas:

  • Judicial system;
  • Combating corruption and money laundering;
  • Financial markets;
  • Human capital and education;
  • Business climate;
  • Decentralization and regional policy;
  • Energy sector;
  • Management of critical raw materials;
  • Green transition and environmental protection.

The Council of the EU emphasized that the consistent implementation of reforms and transparent use of funds remain key conditions for further tranches under the program.

Last month, the European Commission transferred the ninth tranche of macro-financial assistance to Ukraine, amounting to €4 billion (approximately $4.3 billion). The EU's total support since the beginning of the war has already reached approximately 178 billion euros (around $190 billion).

In March, the Council of the European Union approved €3.5 billion (approximately $3.81 billion) in assistance to Ukraine under the Ukraine Facility program.
