The Council of the European Union has approved €3.5 billion ($3.81 billion) in aid to Ukraine under the Ukraine Facility program.

This is the third disbursement for Kyiv under the Ukraine Facility. In particular, Ukraine has fulfilled 13 requirements from the EU Council to receive the payment, including

  • reforms to increase the use of renewable energy;
  • increasing the autonomy of the energy regulator;
  • simplification of border crossing procedures in line with EU standards;
  • adoption of a strategy for the development of agriculture and rural areas;
  • continuing work on the list of its strategic and critical raw materials.

“The Ukraine Plan sets out Ukraine’s intentions regarding the recovery, reconstruction and modernisation of the country, and a timetable for the reforms it plans to undertake as part of its EU accession process in the next four years,” the EU Council said.

Ukraine Facility

The Ukraine Facility is a financial program of the European Union aimed at supporting Ukraine during the war and its recovery. The program runs from 2024 to 2027 and provides for the allocation of 50 billion euros. The funds are allocated for macro-financial stability, reforms, infrastructure restoration, and Ukraine's integration into the EU.

In November 2024, the European Commission approved the allocation of EUR 4.1 billion to Ukraine under the Ukraine Facility.
