EU approves €8.3 billion more for Ukraine with new reform conditions

The Council of the European Union has approved amendments to the Ukraine Facility support mechanism and the associated Ukraine Plan, which sets out the reforms Ukraine must implement to qualify for funding, according to the Council of the European Union.
The Ukraine Plan outlines the reforms Ukraine must implement to receive funding under the Ukraine Facility mechanism.
The amendments provide for an additional €8.3 billion in funding to be included in the plan in 2026. The funds will be provided through the Ukraine Support Loan mechanism, which was approved by the European Parliament and the Council of the European Union in February 2026.
The updated Ukraine Plan also introduces new reform milestones. In particular, Ukraine must undertake additional commitments in the areas of the rule of law and anti-corruption.
Meeting these conditions is necessary for further disbursements under the program.
The Council noted that some of the previous reform milestones could not be completed within the original deadlines due to objective circumstances related to the war.
The updated plan adds 27 new quantitative and qualitative indicators, ten of which require the adoption of legislation.
It also revises 34 of the existing 146 program milestones and extends the deadlines for 12 reforms that require more time.
The new plan replaces or modifies a number of reforms and investment projects in line with wartime conditions and increases the total number of Ukraine Plan indicators from 146 to 173.
Among the new reforms, particular emphasis is placed on the rule of law, anti-corruption measures, reforms required for Ukraine's accession to the European Union, the energy sector, and Ukraine's further integration into the European Union's internal market.
Ukraine Facility
The Ukraine Facility support program was launched in 2024. It provides up to €50 billion in grants and loans to support Ukraine's recovery, reconstruction, and modernization during the 2024–2027 period.
The program includes a specific list of structural reforms and measures aimed at promoting the sustainable development of Ukraine's economy, the green transition, digital transformation, and European integration.
At the end of May, the Council of the European Union approved the allocation of nearly €2.8 billion to Ukraine under the Ukraine Facility program.
In June, Ukraine received the seventh tranche of European Union funding under the Ukraine Facility program. The payment amounted to €2.8 billion.
Later that month, Ukraine received an additional €3.8 billion from the European Union. The funds will be used to finance Ukraine's military and defense sector.
