Ukraine alerts partners to potential Russian strikes on nuclear power plants

Ukrainian intelligence warns that Russia is preparing strikes against substations supplying nuclear power plants. Ukraine is urging the world to take decisive action to stop these dangerous plans, according to Ukraine’s Foreign Minister Andrii Sybiha.
"According to our intelligence, Russia is planning dangerous strikes on substations that supply Ukrainian nuclear power plants," Sybiha said.
He stressed that such actions by Moscow are part of its genocidal intent.
"Moscow knows no limits in its genocidal goal of depriving Ukrainians of power amid freezing winter," the Minister emphasized.
Ukraine is already sharing intelligence with its partners, warning of the potentially disastrous consequences of such attacks.
Minister Sybiha called on the International Atomic Energy Agency and leading nations that value nuclear safety to issue clear warnings to Moscow to force it to abandon these reckless plans.
Energy situation
Since autumn 2025, Russia has resumed attacks on Ukraine's energy infrastructure, causing blackouts in many cities. In particular, combined Russian strikes on January 9 and 13 hit Kyiv, resulting in ongoing emergency power outages with no fixed schedule.
Against this backdrop, on January 16, the Ukrainian Cabinet of Ministers approved new rules allowing curfews to be eased in cities and communities where a state of emergency in the energy sector has been declared.
On the night of January 17, several taxi services in Kyiv resumed 24/7 operations, and residents were allowed to move during curfew hours without special permits. Energy Minister Denys Shmyhal clarified that free movement is permitted only to reach the so-called points of resilience.
Ukraine's Defense Intelligence has also reported that Russia is considering strikes on Ukrainian nuclear power plants in an attempt to force Kyiv to sign capitulation terms to end the war. The Kremlin's plan, according to intelligence, is to leave Ukraine completely without electricity and heat.
