Chinese Foreign Ministry spokeswoman Mao Ning says the Ukrainian side is well aware that China controls dual-use goods. Beijing opposes “baseless accusations and political manipulation,” reports Global Times.

Commenting on the statement by Ukraine's Foreign Intelligence Service that the Chinese side supplies a number of important goods to 20 Russian military plants, Ning said: “China has never provided lethal weapons to any party in the conflict and strictly controls dual-use items.”

“The Ukrainian side is well aware of this. China firmly opposes baseless accusations and political manipulation,” she added.

Ning also noted that China's position on the “Ukraine crisis (full-scale war - ed.) has been consistent and clear."

Beijing officially declares a neutral position on a full-scale war, avoiding direct language such as “war” or “invasion”, using the term “Ukraine crisis” instead. China calls for peace negotiations and advocates a diplomatic solution to the conflict, emphasizing respect for the sovereignty of all countries, but without directly condemning Russia's actions.

Despite its declared neutrality, Beijing continues to deepen economic and political cooperation with Moscow. China has avoided sanctions, actively trades with Russia, and maintains high-level contacts.

The head of Ukraine's Foreign Intelligence Service, Oleh Ivashchenko, said recently that China systematically supplies Russia with components that have a military purpose.
