Ukraine is calling on its partners to immediately halt the supply of artificial intelligence-related technologies to Russia. These systems are increasingly being integrated into military developments, including the creation of weapons, according to a statement from Ukrainian President Volodymyr Zelenskyy.

"We must already be working to ensure that the latest technologies, particularly in the field of artificial intelligence, are included in the export control priorities of partner states, as artificial intelligence is being increasingly and more deeply integrated into weapons," Zelenskyy noted.

He explained that it is important to establish restrictions now on the supply of ready-made AI models to Russia that are suitable for military use.

According to the president, it is also necessary to restrict the supply of:

  • tools and services for training artificial intelligence, including cloud services,

  • high-performance computing equipment,

  • specialized datasets, including commercial satellite imagery.

"Our sanctions efforts must be absolutely specific in every area and as up-to-date as possible. A new international platform for controlling the export of dual-use goods must be established," the president said.

Zelenskyy emphasized that this should help not only in defending against Russia directly, but also indirectly against its allies, such as the regimes in Pyongyang and Tehran.

Russia uses AI in the war against Ukraine

Last year, it became known that Russia was using artificial intelligence to enhance its disinformation campaigns against Ukraine.

These disinformation efforts have reportedly been difficult to detect, as false information is actively spread on social media platforms to increase the credibility of such campaigns.

However, this year, Russia has already begun using artificial intelligence to improve weaponry as well. In particular, today it was reported that a detailed analysis was conducted in Ukraine of a modernized Iranian Shahed-136 kamikaze drone.

The MS series version was shot down in the Sumy direction in June 2025. Reports indicate that the drone contained a high-speed Nvidia Jetson Orin minicomputer, which is used for artificial intelligence and video analytics tasks.

The use of "white" drones equipped with artificial intelligence, a camera, and radio control modules by Russian forces was first reported back on June 25. More details are available in the RBC-Ukraine report.
