Ukraine has obtained documents outlining Russia’s plans for 2026–2027. The enemy’s goals have nothing to do with reality, President of Ukraine Volodymyr Zelenskyy said during a press briefing.

"We have obtained plans (for) 2025–2027. The 2025 ones are already somewhat outdated. We can see that they have not fulfilled their goals… We understand what they want," the president said.
According to him, Russia still aims to occupy the Donetsk and Luhansk regions. At the same time, the enemy does not plan to abandon attempts to advance in the Zaporizhzhia and Dnipro directions. The Russian army is also "looking at" the Odesa area.
"But these maps, you see, so far have nothing to do with reality, because they are unable to accomplish their objectives," Zelenskyy emphasized.
He added that the offensive operation the enemy had been preparing for this spring heavily depended on a certain "foundation," but that foundation does not exist, as the Russian forces failed to accomplish their objectives by the end of 2025.
"They cannot launch the March offensive — the very one they had planned. I don’t know whether there will be an offensive in the spring, or exactly when. They want to advance, but for now, they do not have the forces to carry it out… Everything depends on contracts, on offensives, on weapons, on weapons supplies to us, as well as on our own production," the head of state said.
Russia’s plans for the Donetsk region
Earlier, Deputy Head of the Office of the President of Ukraine, Pavlo Palisa, stated that Russia’s military leadership had set the task of reaching the administrative borders of the Donetsk region by late March–early April.
According to him, the enemy’s strategic plans also include maximum advancement in the Zaporizhzhia and Dnipropetrovsk regions, as well as the creation of buffer zones along the border in the Sumy and Kharkiv regions.
