President Volodymyr Zelenskyy has issued a decree to enact the decision of the National Security and Defense Council (NSDC) on synchronizing sanctions pressure on Russia with international partners.

"To enact the decision of the National Security and Defense Council of Ukraine dated June 27, 2025, 'On the synchronization of sanctions pressure by Ukraine, the European Union, and other members of the Group of Seven on the Russian Federation and affiliated entities'," the decree states.

As Zelenskyy noted, Ukraine must implement its partners’ sanctions packages within its own jurisdiction and enforce its decisions on restrictions in key global jurisdictions.

He added that Russia must face the consequences of blocking diplomatic efforts and peace proposals, as well as prolonging the war.

"Sanctions of the European Union (EU), sanctions of other Group of Seven members, sanctions of other countries with which Russia has ties — all of this must work 100%," he added.

Sanctions against Russia

Western sanctions against Russia were imposed in response to its aggression against Ukraine, beginning in 2014 after the occupation of Crimea, and were extremely strengthened after the full-scale invasion in 2022.

The restrictions affect the export of high-tech products, banks, arms trade, and more. Sanctions were imposed against hundreds of individuals, including officials, businessmen, and propagandists.

EU countries have already prepared a draft of the 18th package of sanctions against Russia, which includes restrictions on 9 and more than 30 legal entities, with the main target being Russia’s energy revenues and defense industry.
