Russia is deliberately escalating the situation and carrying out strikes on data centers and civilian communications facilities in Ukraine, Ukrainian President Volodymyr Zelenskyy said during a briefing with German Chancellor Friedrich Merz in Kyiv.

The president expressed surprise at Russia’s logic and approach to waging the war. He stressed that Russian forces are attacking civilian facilities that have nothing to do with military infrastructure.

"Do they really think we won’t respond? These are definitely not military infrastructure facilities. How can you strike data centers and mobile communications? How are people supposed to call anyone?" Zelenskyy said.

The president also emphasized the absurdity of attacks on communications, noting that people on both sides of the border use mobile networks.

According to Zelenskyy, the continued attacks on civilian infrastructure show that the Russian leadership deliberately wants to escalate the conflict as much as possible.

"To be honest, I’m somewhat surprised by this brutal desire to escalate every single day. In other words, he is counting on constant escalation. He really wants this," the president added.

Earlier, Ukrainian officials had already warned of serious risks to the country’s digital infrastructure.

In particular, President Volodymyr Zelenskyy said that Russia is carrying out a campaign of strikes against data centers and communications infrastructure in an effort to cut citizens off from the internet and digital services.

At the same time, the Ministry of Energy says that threats to communications will remain high until the fighting ends.
