Zelenskyy reshuffles National Security and Defense Council after government reset

Ukrainian President Volodymyr Zelenskyy has reshuffled the National Security and Defense Council following the reboot of the Cabinet of Ministers, according to the Office of the President of Ukraine.
Ukrainian President Volodymyr Zelenskyy has reshuffled the National Security and Defense Council following the reboot of the Cabinet of Ministers and the Office of the President of Ukraine.
According to Presidential Decree No. 501/2025, the following persons are included in the composition of the NSDC:
- Volodymyr Oleksandrovych Zelenskyy - President of Ukraine, Chairman of the National Security and Defense Council of Ukraine;
- Herman Valeriiovych Halushchenko - Minister of Justice of Ukraine;
- Svitlana Vasylivna Hrynchuk - Minister of Energy of Ukraine;
- Andrii Yermak - Head of the Office of the President of Ukraine;
- Anatolii Zahorodnii - President of the National Academy of Sciences of Ukraine;
- Oleh Ivashchenko - Head of the Foreign Intelligence Service of Ukraine;
- Ihor Klymenko - Minister of Internal Affairs of Ukraine;
- Ruslan Kravchenko – Prosecutor General;
- Viktor Liashko – Minister of Health of Ukraine;
- Vasyl Maliuk – Head of the Security Service of Ukraine;
- Serhii Marchenko – Minister of Finance of Ukraine;
- Andrii Pyshnyi – Head of the National Bank of Ukraine (by agreement);
- Filip Pronin - Head of the State Financial Monitoring Service of Ukraine;
- Yulia Svyrydenko - Prime Minister of Ukraine;
- Andrii Sybiha - Minister of Foreign Affairs of Ukraine;
- Oleksandr Syrskyi - Commander-in-Chief of the Armed Forces of Ukraine;
- Soboliev Oleksii Dmytrovych - Minister of Economy, Environment and Agriculture of Ukraine;
- Stefanchuk Ruslan Oleksiiovych - Chairman of the Verkhovna Rada of Ukraine (by agreement);
- Umerov Rustem Enverovych - Secretary of the National Security and Defense Council of Ukraine;
- Mykhailo Fedorov - First Deputy Prime Minister of Ukraine - Minister of Digital Transformation of Ukraine;
- Denys Shmyhal - Minister of Defense of Ukraine.
At the same time, it is noted that a number of decrees on changes in the composition of the NSDC, issued in 2024 and 2025, are no longer valid.
Government reshuffle
On July 17, the Verkhovna Rada supported the appointment of Yulia Svyrydenko as Prime Minister. Former Prime Minister Denys Shmyhal now heads the Ministry of Defense of Ukraine. At the same time, Andrii Sybiha has once again become the head of the Ministry of Foreign Affairs.
Rustem Umerov has been appointed Secretary of the National Security and Defense Council of Ukraine, replacing Oleksandr Lytvynenko. Prior to this, he headed the Ministry of Defense of Ukraine.
In the new government, Minister of Strategic Industries Herman Smetanin, who was returned to Ukroboronprom, Deputy Prime Minister and Minister of Justice Olha Stefanishyna, and a number of others lost their positions.
