Andrii Sybiha will continue serving as Ukraine’s Minister of Foreign Affairs. The Verkhovna Rada (Ukrainian Parliament - ed.) approved the decision on July 17 amid a Cabinet reshuffle.

Sybiha remains at the Foreign Ministry

Parliament supported the nomination of Andrii Sybiha as head of the Ministry of Foreign Affairs of Ukraine. He will continue his work in the updated Cabinet led by Prime Minister Yulia Svyrydenko.

A total of 271 lawmakers voted in favor of the decision.

According to procedure, the nomination for Foreign Minister, like that of the Defense Minister, is submitted to Parliament by President Volodymyr Zelenskyy. In contrast, most ministerial candidates are proposed by the Prime Minister.

Who is Andrii Sybiha

Andrii Sybiha was born in 1975 in Zboriv, Ternopil region. He studied international relations and law at Lviv University.

He began his career at the Ministry of Foreign Affairs in the late 1990s and has since risen through the ranks - from attaché to minister.

Sybiha served at Ukraine’s embassy in Poland and later held senior positions at the Foreign Ministry, including Director of the Consular Service Department.

From 2016 to 2021, he headed Ukraine’s embassy in Türkiye. Since 2017, he has held the diplomatic rank of Ambassador Extraordinary and Plenipotentiary.

After returning to Ukraine, he became Deputy Head of the Presidential Office, responsible for foreign policy and strategic partnerships.

In 2024, he was appointed First Deputy Foreign Minister under Dmytro Kuleba and later that September became Ukraine’s Foreign Minister.

Cabinet reshuffle

On July 16, 2025, the Verkhovna Rada dismissed Prime Minister Denys Shmyhal and his government. His term was the longest in the history of independent Ukraine.

Earlier, President Volodymyr Zelenskyy announced the need to renew the executive branch and nominated Yulia Svyrydenko to lead the Cabinet. Since 2021, she has served as First Deputy Prime Minister and Minister of Economy.

As part of the government reshuffle, it was proposed to reorganize a number of ministries and appoint new heads to several agencies. However, the Ministry of Foreign Affairs remained unchanged.
